Carlos Lima Appointed Executive President of the Brazilian Gaming Institute

The Brazilian Institute for Responsible Gaming (IBJR) has appointed Carlos Lima as its new executive president. The organization announced the leadership change to guide the ongoing consolidation of the regulated fixed-odds betting and online gaming sector in Brazil.

Leadership and Regulatory Dialogue

Lima brings extensive experience in government relations, public policy, and corporate governance to the role. His primary objective involves strengthening technical and institutional dialogue with federal authorities, Congress, and regulatory bodies. The institute aims to improve the regulatory environment for authorized operators while ensuring legal certainty for the industry.

According to the new president, a regulated market serves as a fundamental tool for consumer safety and sector integrity. Lima emphasized that regulation distinguishes authorized operations from clandestine platforms operating outside the law. "Regulation should be understood as a seal of safety for the consumer," he stated.

"It establishes clear rules, protection mechanisms, and responsible gaming policies that do not exist in the illegal market."

The executive highlighted that strengthening the regulated sector protects citizens while creating conditions for investment and job creation. By maintaining tax revenue within the country, the institute seeks to foster sustainable economic development. Lima noted that the maturation of the betting market requires actions guided by data, transparency, and governance.

Andre Gelfi, the co-founder of IBJR and a key architect of the sector’s regulatory process, will remain on the board as a director. The institute continues to unite leading authorized companies to promote ethical and sustainable online betting practices aligned with international standards.
