Michel Groothuizen, chairman of the Dutch Gaming Authority, has requested that the government automatically register vulnerable individuals in the national self-exclusion system. The proposal targets people receiving financial assistance in the Netherlands.
Proposal for System Integration
The request was made on July 03, 2026. Groothuizen addressed State Secretary of Justice and Security Claudia van Bruggen regarding the Central Curatorship and Administration Register (CCBR). He suggested utilizing the summer recess to implement a measure linking the CCBR directly to Cruks. This integration would ensure that individuals under protection or guardianship are included in the self-exclusion register for the duration of their support.The chairman noted that administrators and guardians have expressed a need for this connection. Currently, approximately 25,000 people in the Netherlands receive administrative support from the CCBR, while around 120,000 are registered on Cruks. Groothuizen highlighted that neighboring countries, Belgium and Germany, already utilize this system.
The Dutch government has postponed a scheduled debate on the gambling industry until after the summer recess. Previous measures announced in June included a proposed blanket ban on gambling advertising and restrictions on bonuses such as free bets.
